Part of the problem is, people don't know the rules of the road. For the people on Pondview, the intersection needs to be treated like a four way stop. That means the first person at the intersection has the right of way. That's not how people treat it. Those going north on Pondview think they have the right of way when traffic clears and that is not how it works. At least it's not of I was taught when I took drivers training. I think thats part of the problem. Many of the residents can hardly speak English and probably only took an exam at the SOS, with the help of an interpreter.
