Going south on rt 1 to get on I295 going west the on ramp is marked "EXIT" thats all no route number no west to I64 no this is I295 for all the traveling public knows it is a exit to nowhere

I went by there this morning and the sign still says exit on the ramp. I thought that the ramp should say enter I295 west

There is an overhead sign indicating drivers using the far lane are approaching the I-295 interchange well before the "exit" sign you mention. An "exit" sign is typically used in exit only lanes when one is about to access a ramp to a limited access highway (such as I-295). This is in accordance with the federal Manual on Uniform Traffic Control Devices.
