Stickers appear to have been tapered with. Other vehicle in yard has an expired sticker which has the month erased and the area has been covered with a yellow paint or marker.

This truck is now disabled with a flat tire and has not moved for over 7 days. He normally inflates the tire and drives it without current tags and inspections every day. I doubt it is insured. Notice the tag month was cut in half. And the Month of the inspection sticker has been peeled back to prevent view. The month is March and year 2013 for each sticker. These stickers where recently modified as described.
For the last 7 days he has been driving a teal green/blue chevy pick-up with camper and with current plate tags but he has used some sort of yellow masking to cover the expired inspection sticker. He parks this truck on the street at 2908 Barton. He was reported for locking a pit bull in this truck every day in the heat on Aug 1st, 2nd, 3rd, 5th, and 6th, by several neighbors.
Correction to above. The address the Teal truck is at is 2809 Barton.
In addition, a person staying with the driver of these two trucks at 2808 Barton also has a park avenue auto parked at 2905 Barton Avenue in the back yard with expired plates and inspection and has been sitting there covered in access of 16 days. See ticket 673399 for the report on that auto.

9/11/2013 - 2905 Barton Avenue - Code Enforcement noted, "They were unable to locate the reported vehicle or individual" - this case file is closed and archived.
I am looking at the disabled truck sitting in the driveway as I type! it has been sitting there since August 1ST, 2013. Flat tire, not moved expired plates and inspection. I want it removed. Enough time has passed to do something about it. Code Enforcement has done nothing about it.
As for the truck parked on the street in evenings and driven during the day, its tags are also expired as well as its inspection sticker. The police have done nothing about it.
BNH Homeowner. If the truck is on parked on public street with expired tags, call 646 5100 option 1. The police will send a patrol car over and put a orange sticker on it. I will warn it may take few calls to the police to actually do it, but it can be done.
The whole kitten caboodle of them is gone and replaced with a household of raving lunatics. Life moves on, neighbors are finally banning together to get this neighborhood on the right track. Loonies are being evicted this week. We now are rid of seven vehicles and roughly 15 tenants..give or take a few.
Northsidewatch we had "family" like that. There were about 8 kids, plus the mother, grandmother and one or two adult males. DSS were there the day they moved in, turns out they were not stranger to the system.
The City's lack of initiative in maintain the essential Public Works of the City and enforcing the public Codes is a breeding ground for the failure of communities, one by one they collapse under the pressures of decay, this leads to the downfall of a Great City into nothing more than a crossroad on a map.
However, The People are able to reclaim a City through dedication to community. Once the People spark the fire, it must be stoked and cared for tenderly to maintain the glow of life, otherwise it will extinguish by itself with out proper fire-watch.
SO let us all be the keepers of the Embers that Glow in this City, and maintain the momentum. No one wants to live in squalor, we must re-kindle the life before we lose our City forever.
3/15/2014 - Service Review: Richmond Police noted as of 1/24/2014 that there is nothing there team needs to do at this location. After several inspections neither Police nor Code were able to locate the vehicle - also Northside Watch thanks for your communication about the truck and tenant being gone away as of 3/7/2014 - case files closed - rtt
