It's not the Turnpike Authority's responsibility to put signs on a state highway. You need to write a letter to the NJDOT and make a request for them to install a informational sign further up the roadway. I do agree with you that the one 500ft sign is inadequate, something should be placed at a location to give drivers more time to change lanes.
