Town of Surfside, FL assigned this issue to Alan Graham

The residents of this house leave their trash bins (including the recycle bin) out on the asphalt 24/7. It 8s an eyesore. They are also aware that trash pickup does not take place on Saturday and Sunday. Why do they leave a bin full of trash like this on Friday afternoon? They know better, Mr. Graham. They do this constantly. Can't they be issued a courtesy letter asking them to refrain from doing this? It is also unsanitary, and smells bad.
