  I guess our elected official and city leader feel it is only taxpayer money paying for all this wasted water.

  There are close to 100 vacant positions between the Oakland Public Works Agency and Parks and Recreation Departments mostly due to a claimed lack of available money to fund the positions. This contributes to the inability to address various requests for services in a timely. This is an explanation for what happens, not an excuse for it because it should not be this way. It is what it is.

  If there were water restrictions due to a drought, EBMUD as water supplier could impose a penalty for overuse of water but likely would not do so if the overuse here was due to a malfunction of the soccer field irrigation system.
