Ajsurf, the possession and delivery of controlled substances is prohibited by state and federal law. So it is fair to present people who commit these crimes as infestation.

Where do you propose they located these humans at? You've got mayor wheeler spending millions of taxpayer dollars to put ugly rocks in next to the 405. And who are you to judge what these people have gone through, most of them with mental health issues that they can't get any care for so they turn to street drugs to medicate. And where is the proof you have that they are possessing and delivering controlled substances? Are you using these controlled substances with them? Are they being arrested for these said crimes? There's been issues posted by people that creates a reasonable supposition of a controlled substance crime, such as syringes.

What we could be doing is to invest in on-demand laboratory service to analyze illegally discarded syringes. Those that test positive for illegal substance can be processed for DNA test to produce a result to be uploaded into a public database rather than consuming the funds for vagrant services.
