7/19/2013 - Thank you so much for your inquiry into building a catwalk over I-95/I-64 at E Broad at the MCV/VCU territory - Richmond Traffic Engineering did a consideration into the matter and noted any type of catwalk/walkway above the street/sidewalk/highway needs to be constructed by State of Virginia in conjunction with VCU

7/19/2013 - Actually Richmond had already referred this consideration to the State for handling to construct a catwalk at this location - let me do some double checking to try to find a contact if Traffic Engineering has one listed and I will share with you -

7/19/2013 - DJC, thanks for your communication today. What I have actually done to make sure the State can double check this location for consideration of a breezeway /catwalk /elevated walkway creation is to submit a request for Traffic Study at http://www.virginiadot.org/travel/citizen-send-response.asp (VDOT's website) and let them know we need to review your request to significantly increase pedestrian safety in the vicinity of the I-95/I-64 on-ramps and off-ramps at E Broad Street at MCV/VCU. I will acknowledge this SeeClickFix ticket until a Service Request Number or Service Denial is emailed back to me by VDOT. I really want to try to make sure this moves in the right direction appropriately on your behalf.

It's probably worth mentioning that there's a huge tunnel / culvert under Broad Street at this location already - but it's only being used for water drainage. The tunnel essentially connects the A Lot / Slave Jail area to the old Slave Burial Ground.
A possibly more efficient solution than the overpass would be to make a nice pedestrian walkway through this tunnel with good lighting and a couple security cameras accessible to VCU Police (because VCU has the A Lot parking lot right next door). Put in a set of stairs or two and you're done. There would actually be more climbing involved with an overpass. Just my two cents.

3/18/2014 - Service Review: Richmond Traffic Engineering Mgmt Team noted "Proposals to install a pedestrian bridge over the I-95 ramps and a pedestrian signal on Broad at approximately 210' west of 16th St have been prepared. These measures should help pedestrian safety in the area. These improvements are pending funding. Grant applications for funding have been made.
