I agree that they should cease making noise early and blowing trash off of their property.

The best avenue to address this issue is a direct phone call to the Arlington County Code Enforcement line at 703-228-3232 where a member of the staff will intake the complaint and advise on the complaint.

I contacted Arlington Code Enforcement. The woman there told me that they don't work that early in the morning, and I should call the police instead.

That is correct, an officer needs to witness the violation taking place. A call should be placed to the Arlington County Police Department at 703-558-2222 at a time when the violation is occuring.

I still periodically have to call the police because of noise violations; then they'll follow the law, but eventually they start up again way too early--and I call again. It's an ongoing cycle because I guess the county doesn't intend to enforce the ordinance. As for the litter--well, no one seems to care that these two businesses basically dispose of their litter/trash in our neighborhood streets.
