Description
Someone went around tossing out little plastic bags weighted down with small stones and included inside a note for "Yard Work". These were tossed onto the street in front of and on the street-side edges of driveways by "Mr. Don" with the phone number 925-828-2863. Many neighbors leave this litter in the street until it blows into the bushes near my home.
But -- is it an appropriate way to deliver a solicitation? By deliberate litter? It would be another thing if they took the time to drop if off by the front door, but to toss it into the street...how incredibly insensitive and stupid.

No person shall throw, deposit, leave, keep or permit to be thrown, deposited, placed, left or maintained, any refuse, rubbish, garbage or other discarded or abandoned objects, articles or other litter in or upon any street, alley, sidewalk, business place, creek, stormwater system, fountain, pool, lake, stream, river or any other body of water, or upon any public or private parcel of land so that the same might become a pollutant, except in containers or in lawfully established waste disposal facilities.
