On the Southeast corner of Spruce and 38th, on Spruce Street, cars are usually parked in front of the Wawa in the bike lane in a clearly-signed no stopping zone. This is a tricky intersection in the best of circumstances, but the parked cars shunt cyclists into the car lane at a difficult spot, and (to make it more fun) where the pavement is subsiding.

This is a frustrating response from Philly311- it's not as if police don't already drive by the lane when it's blocked. I think the problem is more that the police don't bother to deal with it. Should I stop almost every time I ride to work and call 911? Now that I think about it, which police? Do the Penn police handle this or the Philadelphia police?
