There are several of these tags on telephone poles along Exchange Street between Ferry and East Pearl Street

"Skum" is tagged on several sites along Exchange St. Somebody told me a little known fact; if its grafitti, you yourself can paint over it in a neutral color. As part of beautification efforts on Exchange Street I will personally eliminate this issue soon.
