This request was made earlier in the year and this is what the traffic study concluded: In response to your request for an all way stop on Villa Pl at Horton Av. We have completed our study which includes traffic volumes, sight distance, and accident history. Horton Av is a low volume roadway and does not meet the recommended criteria of 150 vehicles per hour for an eight hour period. The sight distance is limted due to parked vehicles but the accident history shows this location has an excellent safety record. Based on these findings, we do not recommend an all way stop at this location.
