A private road? Those are not under the jurisdiction of Macomb County. It is not anyone's concern whether or not the road is rutted except for the owner.
You don't like that? Then feel free to help pay for the repairs or just don't drive down it.
By the way, for ruts to really be "2 to 3 feet deep", a monster truck must have made them. Pickup trucks can only make about 6" deep ruts without running out of ground clearance.
