People are unable to pay registration are parking tickets which they should pay like driving violations but rather leave the vehicle in hopes of getting the money. The city needs to go back to the policies which generated revenue and not only tow the vehicles but send the bill to the registered owner. If it is in error, let the former owner sort it out. It should have been done properly from the beginning.
