This building is not owned by the mayor. They are forcing a $5 minimum to offset their fees charged by credit card companies to process your purchase. If it's under $5 they are spending more on fees than they are making in profit. While they aren't supposed to do this, many places are getting away with it. just look at all the gas stations charging more for credit than cash. Why would you think this has anything to do with any mayor? And by the way which mayor are you referring to? You know the farmers market is is in Lawrence right?
