What is the speed limit and how are you estimating the vehicle speed?

Let me tell you it's not bad enough that we have two high schools on the hill, but I wonder why the Police insist on racing up and down the hill, going through the stop signs, and don't use their sirens or lights. (Benz & Hill St). When they are not racing around or avoiding the hill top, they sit in the church parking lot doing paperwork and aren't even watching the people go through the stop sign...HELLO people - There are young children playing here and crossing the street!
