Description
Drivers headed southbound (up the hill) on Route 32 hog the left lane even though they are driving slower than all the other traffic!
"Keep Right Except to Pass" signs are needed along the entire southbound lane of this road!
The right lane is for DRIVING, and the left lane is for PASSING!

This road DOES have a passing lane! That is why there are 3 lanes there going up the hill!
Slower traffic which is just driving through is ALWAYS supposed to stay in the right-hand lane, unless they are passing! You are supposed to go into the left lane to PASS, then move back into the RIGHT lane once you've completed passing.
This stretch needs a sign to reaffirm it!
Once the right lane ends at the traffic light, THEN the righ-hand lane is supposed to merge with the left-hand lane. It's common courtesy!!
Driving in the right lane, and passing in the left lane is the LAW!
Passing on the RIGHT is ILLEGAL and DANGEROUS!!

YES, Route 32 IS three lanes at this location.
I lived there for 20 years-- I know that area very well.
It starts being 3 lanes just past Ulster Landing Road, and ends just after the traffic light on Frank Sottile Boulevard.
And passing on the RIGHT is ILLEGAL!! Plain and simple!!!!

No, Keep Right Except to Pass is the law on ALL roads with 2 or more lanes traveling in the same direction. If you need to turn left somewhere up the road, you are supposed to stay in the right lane while driving, then only move into the left lane just before you need to make your left turn.
Slow-moving trucks are also supposed to stay in the right lane to allow other traffic to pass, then move into the left lane just before approaching their left turn.
