The landlord apparently used a sump pump to shoot the fuel oil down a hill, then dumped cat litter all over the basement and finally put that cat litter (now hazardous material) in his trash. Isn't that illegal? Can you just send diesel soaked cat litter to a landfill? There is still the matter of the fuel soaked soil in the basement. Where does that stuff go? Into the water table in the ground. Some folks still use well water. Not fair.

you need to contact the City. Give them all of the info and address. This is illegal and needs to be addressed right away.

Contact the Department of Environmental Conservation. It is mandated to investigate oil spills. If there was an illegal disposal of heating oil the perpetrator will be held accountable. The DEC has more power than local police.
