Sharraxaadda

In addition to the high volume of cars they are constantly parking on our swale. They also have gatherings at 1AM some nights playing loud music, baketball and bad language. It seems there are never any drive bys from police officers to see this activity. Please help I am tired of losing sleep and fixing sprinklers that they brake. I am supposed to keep this swale nice but how can I. I love my house and do not want to move.
