I see no need for "clarification". It seems perfectly obvious (and I live near there, and have been going through that intersection for many years) that traffic southbound and northbound on Sullivan should stop, except for right turns. Eastbound traffic from the dead end on Witchduck should also stop, but westbound traffic on Witchduck has no need to stop. What is the problem with that?
