Deskripsyon

Loud noise and loitering outside the Cool Bar. Also teenagers loitering in hallways of apts. making loud noise, banging and trashing the hallways from the 2nd floor to the 4th floor. Loitering signs posted but police state they cannot enter private property. Since when?
