Unfortunatly the City does not knock on doors, what we can see from the road we are limited to. We will monitor the job and call the licensing Board as well.

Nosey neighbors need to mind their business and stop concerning themselves with what someone else is doing with their own property. If it's not yours, stay out of it.

These issues are not about nosey neighbors. They are about unlicensed contracting--a crime by both the workers and the homeowner, and about potentially bad construction work. If you bought a house in which poor construction had been done, you would not be happy. To the City: A Code Enforcement inspector told me that they could look over fences to see violations, if a neighbor invited them onto their property.
