There really should be a "No U-Turn" sign at this intersection. Many times coming down F Sottile Blvd I have a green arrow and some idiot decides that they want to go north instead of south...just pull a u-turn and be sure to pull into the far lane because the car's turning radius is too large. I just lean on the horn and start yelling at them. But there's going to be an accident and their excuse will be that there is no sign.

"You may make a U-turn only from the left portion of the lane closest to the centerline of the roadway, never from the right lane. Unless signs tell you otherwise, you may make a U-turn when you are given the go-ahead by a green arrow left-turn traffic signal, provided it is not prohibited and you yield to other traffic."
So, the left-arrow traffic on 9W *does* have a legal right, absent a sign saying otherwise, to make a U-turn and go north, provided they yield to other traffic legally in the intersection.
So if Sottile Blvd traffic has a red-light only, the 9W traffic can make unfettered U-turns without worry, since by law the Sottile Blvd traffic has to wait until the intersection is clear of all traffic before attempting a right-on-red.
If the Sottile Blvd traffic has a right-turn green, then they are legally entitled to pull into the RIGHTMOST TRAFFIC LANE (the legal way to make a right-turn), and proceed from there. So long as the U-turn traffic from 9W doesn't interfere with that (and it can be done, I've done it) there's absolutely no law being broken.
For larger vehicles with clumsier turn-radii, the U-turn traffic would have to hold until the Sottile Blvd right-turn-on-green traffic was out of their way before proceeding.
