Rosewood at Shields, northwest corner. There are two storm drains on this corner, one on Rosewood and one on Shields. During the rain Saturday, this corner flooded with 6" of water because these drains are completely, totally blocked with leaves and dirt. I opened the plate on the curb and there are dry leaves packed tight inside - the whole pipe appears to be blocked.
