Are you aware that Chestnut St at DuPont has no stop sign?

I'm not able to specifically speak about the stop sign on Chestnut, but maybe my investigation into the notorious stop sign right down the street at Dupont & Free will shed some light on the trouble your area has to endure.
Here's my email to RP Borough Council and RPPD Sept 18, 2009

"I’ve had several great conversations with traffic management sign
specialist D. C. from PennDot about the intersection at Dupont and
Free. He reviewed my photographs of the intersection and his rested
opinion is that the stop signs are legal and they should stay in place.

The signs are legally enforceable at this intersection since they serve
several very important traffic management functions. Moreover, since
Dupont and Free are entirely borough roadways, to eliminate any
ambiguity regarding their enforcement, Borough Council can enact an
ordinance, or amend a current ordinance, designating the stop sign
placements at Dupont & Free are in the public’s interest.

The engineering reasoning behind why these stop signs are legal and why
they are the correct signs for this location is a follows:

1. The stop sign are in place to allow drivers sufficient time to
absorb the complexities of this intersection; parking on both sides of
the street, a designated pedestrian walkway on Free Street, a nearby
school and periodic 1 way opposing traffic. This is a complicated
intersection warranting a stop sign.

2. Without the stop sign on Dupont, cars approaching on Constitution
are unaware that drivers on Dupont “are forced to turn right” during
certain times of the day. The alternative would be to remove the stop
sign from Dupont Street and post a sign below the stop sign on
Constitution reading “Opposing traffic does not stop.” However, using
engineering judgement on the side of safety, at this complex
intersection, a stop sign on Dupont and a stop sign on Constitution is
warranted and is the best solution.

3. The stop signs in place are necessary to provide drivers with the
time to observe the painted pedestrian cross walk on Free Street before
proceeding with a right or left turn. Conversely, the current stop
signs provide pedestrians crossing within the painted white pedestrian
walkway a longer time to be identified and they are present to give
pedestrians a longer time to traverse Free Street.

4. The stop sign on Dupont street is necessary to provide driver’s with
sufficient time to read and comprehend the written statements
associated with the “DO NOT ENTER” sign. Posting designated 1-way
traffic hours for Constitution Street makes it necessary to place a
stop sign on Dupont. Without the stop sign, drivers would not be
provided with sufficient time to make safe decisions at this complex
intersection.

What I found more troubling were there are no stops signs on Chestnut as it crosses Dupont and the stop signs are all on Dupont which seems to be a through street. Wonder how many accidents have been caused by that situation in combination with drivers ignoring the stop sign(s) on Dupont at Chestnut and at Free

No sign is needed on Chestnut st. They're not free.

Nothing has improved whatsoever. Cars speed down Chestnut street, often proceeding to turn without slowing down to make a left on DuPont...presumably to get their children to the middle school. The issue is the speed of the vehicles in combination with the lack of a stop sign on Chestnut Street. Most drivers/residents (except those who live on Chestnut Street) are not aware of the danger. Eventually there will be an accident, either involving vehicles, vehicles & pedestrians, or vehicles/property (houses). A stop sign seems such a simple fix. And yes, they cost money. Probably much less however than the life of a child crossing the street!

Additionally, the rolling stop sign (advertsising) which were provided by the highway department using state funds have no impact whatsoever. In order for these to be effective, a police officer needs to witness the infraction. Since there are rarely ever any police in the area in the time of school opening or closing hours, theses signs simply do nothing more than provide additional visual clutter to the neighborhood.

I would pay money from my own pocket to have four way stop signs installed at Chestnut & DuPont streets. Just this morning a young boy was almost hit by a speeding motorist (a mom in a SUV taking her kids to school) as she sped through the intersection without stopping. To WIDEAWAKE above...your a completely ignorant fool to imply that a stop costs too much money...too much to save the life of a pedestrian.

Nothing can stop these SUV soccer moms, they are a menace to
every citizen. I suspect that they are more dangerous than drunk
drivers.
They are in a mad rush all the time, texting, speeding, tailgaiting,
sometimes all at once, in school zones. Ive had two tailgate me
IN SCHOOL ZONES, while blabbing on their cell phones, then
pass me in a NO passing lane at like 60mph.

SUV Soccer moms
are a growing menace on the roads.
