This wouldn't aggravate me as much as it does except I see these same people 10 minutes later sitting on the curb outside of Stewart's drinking a beer and yelling at people driving / walking by. This is hardly "not bothering others"

In general they don't bother me but I guess I wouldn't like it if they were noisy very early in the morning. I haven't seen the bad behavior at Stewarts. I am mostly curious about these individuals because we do see the same ones - whether there is any contact with them by social services. Once the movie theater is up and running the situation is probably going to shift. I wonder what Stewart's approach is...

I know that the Salvation Army has a breakfast program for them.

They are a group of people that CANT stay at the local homeless shelters because they will not arrive sober/clean, which is one of the rules they must follow to gain entry. The have been on the streets for YEARS, and have survived like that. They get services from local food pantries when they seek it. Social Services will not assist people that are not actively looking for an apartment and not actively looking for work., and sometimes require people to attend substance abuse/mental health evals and treatment to get services. Unfortunately, the disease of alcoholism is a harsh mistress.
