This was the subject of another SeeClickFix report a few weeks ago. Public Works told us that the lights have been left on day-round to deter thieves who have been stealing copper wiring from other lampposts. Apparently there are a few thefts around the city every week. And, in the cold weather, Public Works cannot dig up the conduit to replace the wiring, resulting in darkness until the ground can be thawed. Leaving the lights on deters thieves with a live electrical circuit and keeps the lights on at dark (though it costs some money to keep them lit all the time). I'd suggest closing this issue.
