Dc Water fixed something in the ground below the sewer cap on the street. They dug up the ground on October 31st and put asphalt down when they were done. This created a pothole where cars fall into the hole making very loud noises outside the house and many times shaking the house if a car falls in the pothole at a certain angle. This happens all day and night since Minnesota Ave SE is a busy street. The asphalt DC Water put down breaks up more with each car.
