This SERIOUSLY has a noose at 5 feet and there is a QUESTION about when to address the problem? I don't really understand how to "vote" to fix this immediately, but that needs to be done.

This was a utility line that was bundled at the end to prevent it from reaching the ground. A member of the signal crew removed the lower portion.
