You'll probably need to submit a new request. The city doesn't seem to automatically get ones that are reopened.

agreed. reopening issues doesn't work. Do double check the address though, the app doesn't always get the correct address. Just the limit of your phone's GPS. This was probably closed because of the address. I've had some graffiti that doesn't get fixed because I was one house off on the address. This looks like 3230 S. Morgan street, rear alley dumpster.
