Our neighbors do not follow the legal requirement that their trash bins be contained on their property. The bins are always in the alleyway and almost always overflowing, which impedes use of the alleyway for the cars parked in the various private spots. Lately the number of trash bins has increased exponentially and there is not just trash accumulating on the ground. This is a long term problem that just is getting worse.
