If it had a license plate it probably wasn't abandoned. Looks more like someone stole the tires, and the owner hasn't been able to get them replaced yet. Do you really want your neighbor's car ticketed and towed on top of their having been robbed?

If it was stolen the owner will be happy to know it was found. Many cars that have been stolen and abandoned still have their license plates.

Parking Enforcement Officer investigated this issue and found no vehicles in violation of city ordinance.. Vehicle was vandalized, has a note explaining a repair truck will be picking up today, the vehicle has a zone 3 permit
