There is an open hole in the center of which is an EBMUD "plate."
This is next to the sidewalk and sometimes smells like urine or rotting vegetation. Someone tried to cover up the hole with a wood palette. This needs to be resolved before some animal becomes entrapped in the hole or a resident slips and falls.
