Almost every night just when our kids are trying to fall asleep we hear helicopters that seem to be directly over our house. They're loud and bother the kids. It's between 8:30 and 9:30. We have no idea who might be responsible or whose permission might be required. We called Arlington County and they said they didn't know anything. Military? Traffic reporters?
