A young man who drums every saturday bet. 10 AM to sometimes as late as 3 PM is creating a huge noise issue. He has amplified (really amplified) music to which he bangs his drums. Today to make it even more horrible, he had a rapper who used a mike to belt out his rapping. Because these people have positioned themselves to face the 580 freeway overpass, the sounds are then even more amplified, you'd think it was a rock concert. A young African American woman who passed by said "It's hellova loud isn't it? Excuse my language, but it's too much." Well, we've reported this before and nothing gets done. Does he pay any city taxes for taking up public space? Does he have a permit for the amplified sound? This is another huge quality of life, actually better to say lack of quality of life, issue that has been reported numerous times with no effect. In talking to some of the merchants at the Farmer's market at the Splash Pad, it was told to us that numerous things have been tried, a petition by the neighbors (and the merchant said the young man then brought out a bunch of other drummers in response to the complaint) was unsuccessful obviously, he's still there. The merchants at the Farmer's market have to pay to be there to sell, they have to register. Why is the city just plain ignoring this? What if we want to set up a stall (yet another one to join the many on Sunday at the 2000 block of Lakeshore) and when everyone else wanting to do business is required to get a permit and pay tax, we just give ourselves a free pass and basically ignore the laws? Why not, indeed? Has the city of Oakland decided to opt out of enforcing rules and laws? Is this the way to run a city? While the few attempts to regulate this madness on Sunday (as far as we know no one has done anything about the young drummer at Grand and MacArthur so maybe there's no point in keeping up this effort to get things done) in terms of us seeing police cruisers and the electronic sign have at least kept the circus in check, nothing is being done about the drummer on Saturdays. Why not? We all -pay taxes (and we pay a lot believe me) and we have the right to ask the city to co its job. This is a huge noise pollution problem. Please take action before you completely lose any pretense at running the city.
