The Drain Plate only possesses (6) small Slotted Holes so, debris quickly blocks the Catch Basin which then causes the street to flood.
Suggestion: install a 2" +/- height raised catch basin plate in place of the antiquated version now in use. The raised plate would still allow water to drain even if debris is drawn to the Catch Basin.

I do try to keep the catch basin clean & I'm generally the one that has to unclog it when the street floods.
Also, what video? I can't find a link, etc. to view a video.
