Description

Homeless encampment under the 880 overpass at Webster St. Lots of garbage all over the area and surrounding the tents.
Homeless people are running across Webster St to get to and from the encampment causing a hazard to themselves and drivers. Garbage is spilling into traffic lanes on Webster St.
