I don't agree that there's a problem with the road. The problem is that drivers need to learn to merge. Currently drivers in the left lane try to keep traffic from the right lane from merging. If I'm not passing, or if I've just turned out of the Home Depot parking lot, then I'm in the right lane where I should be. Drivers in the right lane are not supposed to sit and wait until all the traffic in the left lane has gone by. If anything, I'd appreciate having a traffic officer on the scene to address the problem with left lane drivers who want to keep right lane traffic from merging.
