I have the same issue where i live in th enorth end its houses like this that ruin a neighborhood i myself have reported this issue multiple times i was told one in particular will be on blight list while i realized it snowed over the winter it is not snowing the last month the city ordinance plainly states all garbage will be placed at curb 24 before 24 hours after pick up also garbage will be stored out of sight in a area that will keep it all together so it does not become a mess blown or thrown all over my words may not be exact but thats is the ordinace written and passed maybe 10 to 12 yrs back.. many of these issues of garbage weather it be throw all over from not being properly stored or people just throw it where are the alderman city officials and the anti blight officer i certain they must at least on occasion drive past these things daily i bet come this november they will take care of it or say they will just for your vote.. i myself am tired of it start enforcing the laws we have on the books its embarrasing to have company imagine trying to selll your house with garbage all around
