The big problem here is the second bike from the camera. Many people would look and say that there is room to go around. The problem though is that it is is squarely in the middle of the pedestrian through zone. And that's a problem. That you have room to go around does not satisfy the law. A sidewalk layout and obstacles in it cannot require a person in a wheelchair, a visually impaired person navigating with a cane, or anyone else, to have to veer around obstacles. Also, to specifically answer the question "How should they be parked?": the one in the background is a pretty good example, actually. It's in the "furniture zone" where there is also a light pole and a tree. It probably would be better if it wasn't right next to a hydrant. But still, not bad. I'd give that one a B+.
