There is no need for FOUR LANES OF TRAFFIC on The By Way between Springdale Rd and Briarcliff Rd. This encourages speeding on a street that is often used by pedestrians but does not have a sidewalk. Road should be narrowed to two lanes and include bump outs for parking, speed humps, and an increased shoulder for pedestrians.

Amen. Why not a sidewalk here? Four lanes are clearly unnecessary. Also, this stretch is an important route for bicyclists from VaHi and Midtown to Clifton Rd. Right now, it's a limiting factor for many people I know. Making it more bike-friendly could help reduce auto traffic congestion.

There is a clear need for re-striping this road, at the minimum, if not adding bump outs for the cars that are often parked on the road. Sidewalks added would be ideal. It's already a bike route as indicated by signage off Lullwater, why not "sharrows"? Does it take a tragedy to bring about action?
