This water leak has been investigated by plumbers and irrigation system specialist and proven not to be coming from personal property. The water never drops below the level seen in the photo. Because of the water leak it never evaporates and is causing mosquito problems for neighborhood. In addition over time the road has sunken so much that the curb is always under water all the time and during a rain event the water ponding spreads as far as the middle of the street causing driving safety issues.
