Actually this is a first amendment issue and cannot be regulated by governments.

Actually it can be regulated by local ordinance. In most towns they are supposed to request a permit and submit a list of people to the borough to do this so the police know who is going door to door. Next time ask if they have a permit to solicite and if not call the police and/or tell them to beat it.

I told them once that I don't believe in any gods and they went away speechless and never came back!
