@CAO Fisher - Thank you for your attention to this matter. We have hit another roadblock however.
As management of the park spaces in Mission Bay, and adjacent to this water meter cover that is broken, I provided this Inspector's phone number to my Site Engineer who had been doing some work on finding the correct entity to address the issue as well. He called the inspector whose number you provided. The inspector was rudely terse and said that he was not the person to be calling on this matter.
