Description
The neighbors sure feel it's a perpetually in/out blight situation -- for over a decade.
I swung by this evening and found signs of squatters' sleeping bags and a bed pan. What is going on?
What can be done?

BportReport -- you really put the "Re" in report ... thanks for your persistence, my fellow citizen!
Since last week, I've been trying to connect with Mr. Bruce Nelson ... trying to reach him again today.

"3rd request [on See Click Fix]: would someone from the appropriate City department state if this site complies with Sections 116, 117, and 118 of the Connecticut State Building Code?"
From Bruce Nelson, City of Bridgeport, Building Official: City sent a notice of unsafe structure to owner -- code 116 -- ... they received it and called Bruce on 5/30/18.
The owner of 191 Ellsworth will be "correcting the unsecured openings. So no one can get into the structure. Will do in two weeks: Board windows and clean up grass. This is step one." Boarding up windows of course invites blight complaints.
Evidently, the owner is interested in selling this historic home inside a HISTORIC DISTRICT.
