The ditch to which you have referred is on the right-of-way for the railroad and is a component of the drainage system for the railroad. At the present, the sidewalk terminates at the right-of-way for the railroad and there are no plans to continue the sidewalk across the railroad. The process of doing so is costly and takes a great deal of time to gain approval and permission from the railroad. In the past, the City concluded it was not worth the effort and cost.

Why can't Spring Street railroad crossing look like the First Avenue railroad crossing?

The sidewalk at First Ave is also discontinued across the track. Drainage for the tracks is a matter addressed by the railroad. The City has no jurisdiction over the railroad in this matter or any other matter within the right-of-way for the railroad.
