Adequate signing in place. Pavement markings are not an option.

I have observed scores of cars erroneously turning right from southbound 2nd Ave, intending to go west on 5th Street, and instead driving onto the train tracks and often then diverting onto the sidewalk endangering pedestrians, transit passengers, and drivers. What standards are applied to conclude that the existing signage is adequate? Also, it would be appreciated if you could address why pavement markings are not an option. I've re-opened this with these questions in mind. Thanks.

A couple weeks ago I witnessed a full-length tractor-trailer drive onto the tracks and nearly collide with an approaching train. It's not clear enough where driving is allowed and prohibited here. Some sort of diagonal striping on the ground in between the rails of the tracks where the train doesn't even contact it seems entirely possible and would be immediately apparent that it is not a place to drive a car.

Even just a single red line across the tracks seems like it would do the trick. Any type of visual indication on the road is better than the cluttered mess of signs that are non-intuitive right now.
