Outer Drive is marked as a two lane road, yet most drivers incorrectly consider it a three lane. When the light on north-bound Outer Drive at Village Road turns red, cars line up 3-across. When the light turns green, the cars race off the line and the curb car races by my house at speeds up to 50 and 60 miles per hour to pull ahead of the adjacent car - making working on one's lawn a potential death waiting to happen. Two serious accidents have happened in recent years for just this reason. A possible and very simple solution would be to make the right lane "Right Lane Must Turn Right" onto Village Road at this intersection, thereby preventing the need for speed in the RH curb lane when the "green start the race" flag (green light) is waved.

Makes total sense. Let's make it safer! What's keeping the city from marking the road as a three lane road in most areas?

Actually, Outer Drive is three lanes. There are certain times of the day when parking is not allowed, so all three lanes can be used. As you get near Michigan Ave, there are signs that say that the right lane ends, so it narrows to two lanes before reaching Michigan Ave.
I think the underlying issue is speeding, NOT the number of lanes on Outer Drive.

The other day there were 4 cars abreast lined up at the stop light and when the light turned green they all raced to get one of the three lanes ahead. I feel like we are at the starting gate at a speedway. There is a man that lives on the NW corner there that is always in his front yard picking up stuff near the curb - heaven forbid that someone loses control and hurts this person -- I would ask that the right lane at the light be made Right Turn Only to make sure that only two lanes of traffic proceeds straight to slow this traffic down. If this was on the mayor's corner, I would bet my next paycheck this would be solved.
