This was that way back when I was a kid in that neighborhood back in the 1960's..... A good place to ambush cars with a good snowball throw before they reached that stop sign before Deckers Bridge
Some of the houses have a well maintained wall, some have removed their wall, which has allowed erosion to take place, and some have a wall that is literally on the verge of collapse. I jog this route each day. I was told that several years ago the borough was going to repair this condition, then they dropped the ball.
I live right near where this is. The borough was going to fix this a few years back as a previous poster stated, then nothing happened. The one part of wall is going to end up killing someone, it is buckled so badly, and looks like it is going to fall into the road/sidewalk at any second.
